What happens next
Passing the measure doesn't create a loan. Several things have to happen first.
- The law takes effect. Under Article II, Section 10 of the California Constitution, an initiative takes effect on the fifth day after the Secretary of State files the statement of the vote.
- CalHFA writes the program. The measure requires implementation no later than one year after the effective date. Rules are approved by CalHFA's board.
- CalHFA sells bonds. It decides how much to sell and when, up to $25 billion.
- Lenders sign up. CalHFA can contract with financial institutions to originate and service loans.
- Builders opt in. Those who want the qualified builder option certify to CalHFA.
- Buyers apply. Only then can anyone get a loan.

Timing questions
When will Prop 37 loans be available?
No date has been announced. The measure gives CalHFA up to one year after the effective date to implement the program, so loans could be many months away.
When does Prop 37 take effect?
On the fifth day after the Secretary of State files the statement of the vote, which is expected around mid-December 2026.
Could the measure still be changed?
The measure lets the Legislature amend it with more than a 60 percent vote of each house and the Governor's signature, if the change is consistent with its purposes.
